Research and higher education policy, foreign, cultural and education policy

China is making massive financial investments in education, research, technology and innovation. The country has not only caught up with the western world in biomedicine, digitalisation and AI (artificial intelligence), but has already achieved a world-leading position. Many Chinese universities have risen significantly in the international rankings. However, the desire for cooperation has declined significantly on both sides: the political and economic decoupling poses further questions for research policy. China will rely less on international partnerships in the future, while universities in the West see both risks and opportunities in cooperation with China. How should institutions and universities in Germany behave towards a stronger China? We hope that the participants will be able to formulate their own guidelines based on their contextual knowledge.
