Measure of the Federal Ministry of Education and Research: Initial legal advice for successful scientific cooperation with China
From 15 January 2025, “Initial legal advice for successful scientific cooperation with China” will be offered on behalf of the Federal Ministry of Education and Research (BMBF).
The administrations of German state universities and the administrations of the institutions of the Fraunhofer-Gesellschaft, the Max Planck Society, the Helmholtz Association and the Leibniz Association (target institutions) may take advantage of the legal assistance.
The BMBF provides the target institutions with free initial legal advice from a specialized law firm. The initial consultations take place virtually and last a maximum of two hours. The aim is to clarify legal issues relating to scientific cooperation with Chinese partners (in the non-economic sector).

Form sheet Following the initial consultation, you will receive a form sheet in which you describe your specific question and the key details of the ongoing or planned cooperation.
Examination On the basis of the form sheet, DLR Project Management Agency (DLR Projektträger) will check whether the institution is eligible to apply and whether the facts of the case are in line with the measure. You will receive feedback in a timely manner.
Appointment scheduling After a positive review, the law firm commissioned by the Federal Ministry of Education and Research (BMBF) will schedule an appointment with you for the initial legal consultation.
Virtual consultation The duration of the consultation is a maximum of two hours. The content of the consultation is confidential between the applying institution and the consulting law firm.
